关于我国工程建设监理业务范围的思考

On the service scope of China's construction supervision

有关我国工程建设监理业务范围问题的争论由来已久。文章从我国对建设监理的定义出发,结合我国建设监理实践,认为将监理定位在施工阶段,既着重历史,又符合现实,还可以澄清一些易混淆的概念,并且有利于各方关系的协调;我国的建设监理范围宜小不宜大,定位于施工阶段最为可取。

There has been an argument with respect to the service scope of China＇s construction supervision （CCS）. In this paper, in view of the definition of construction supervision and the practice of CCS, the author believes that the restriction of the service scope of CSS to the period of construction is of both historical causes and realistic foundation, even be helpful to clarify some paradox and to conciliate the relationship between professional organizations. So the scoPe of CCS prefer to be limited, and the restriction to the construction period is the best choice.
