中介组织合理性与合法性的实证分析

Rationality and Legitimacy of Intermediate Organizations

以社会性和中介性为基本特征的中介组织与市民社会的发展问题密切相关,而对正处在转型期并加紧与国际接轨的中国来说,中介组织的作用和意义显得格外重要。主要以温州商会为案例并从内在合理性与合法性和外在合理性与合法性的角度去探讨中介组织的研究结果表明,中国中介组织的发展壮大以及在此过程中存在的问题,均系于合法性和合理性。而且,合理性和合法性不仅是中介组织发展的前提条件,也是正处于社会转型期及加入WTO的中国必须关注的两个根本问题。

Wenzhou Chamber of Commerce is taken as a case in this paper to analyze intermediate organizations from two perspectives-rationality and legitimacy. Four concepts are introduced here for this analysis, namely, intermediate organizations, civilian chamber of commerce, legitimacy and rationality. The conclusion proves that the development of the intermediate organization and the problems therein are associated with legitimacy and rationality. Legitimacy and rationality are not only the precondition of the development of intermediate organizations, but also the two ultimate issues which should draw the attention of the Chinese Government in the period of social transition and after China＇ s accession into the WTO.
