It is important to keep 9 principles in designing a project to evaluate county-level population and FP publicity and education so that the work in an area can be scientifically and correctly assessed. Accordingly the paper proposes 10 indices of criterion for the evaluation, and analyses its content, specific targets, approaches and so on.
