摘要
目的:探讨社区卫生服务机构在完善自身建设和开展慢性病综合防治过程中逐步实现医防整合的必要性和可行性。方法:采用文献归纳法和实物论证法,对杭州市社区慢病综合防治中医防结合的措施进行论述。结果:社区的慢性病综合防治为医防整合提供了平台,通过强化政府行为、优化社会资源、加强多学科联合、明确医防职责、实施综合防治使医防整合在社区慢病防治中得到体现。结论:以社区为基础的慢病综合防治是医防整合的最佳切入点。
Objective To discuss the necessity and feasibility of the community health services organizationrealizing the medicine and public health initiative step by step during consummating self--construction and developingcomprehensive Non--communicable disease （NCD） control and prevention. Methods We adopted induction ofliterature and argumentation of practicality and dissertate the measure of the medicine and public health initiative forcomprehensive community--based NCD control and prevention in Hangzhou city. Results The comprehensivecommunity--based NCD control and prevention offers a platform for the medicine and public health initiative. Themedicine and public health initiative has been embodied in comprehensive community- based NCD control andprevention by aggrandizement behavior of government , optimization of social resource , reinforcement relation ofsubject, definition of responsibility and implementation of comprehensive control and prevention, Conclusion Thecomprehensive community--based NCD control and prevention is an optimal incisiveness for the medicine and publichealth initiative,
