坚持科学发展观 加快医疗卫生体制改革

To accelerate the reform of health system by insisting on the scientific concept of development

必须加快医疗卫生事业改革步伐,提高医疗卫生服务领域的资源共享源配置效率,建立适应我国卫生服务本身所具有的公益性、正外部性、准公共性特征以及我国当前农村人口众多、医疗服务水平低下等实际状况,本文提出医疗体制改革应以科学的发展观为指导,遵循政府主导、市场辅助、公平优先、兼顾效益的原则,重点加快城镇医疗服务机构改革和新型农村合作医疗制度的建设步伐。

It is necessary to accelerate the reform of health care system and improve the allocation efficiency of health care resource .To set up a health care system in context of China＇s situation is an important issue concerning the people＇s health, sustainable economic development and social harmony and stability. Regarding health care＇s characteristics such as public beneficialness, positive externality and quasi public, this paper puts forward that the medical mechanism reform should take the scientific concept of development as guideline and follow such principle as ＂government dominating, market assisting, equlity and benefit balancing ＂, focusing on accelerating the reform of medical care agencies in urban areas and the development of the new rural cooperative medical system in country areas.
