当前我国战略性贸易政策工具的选择

Discussion on the Choice of Rules of Chinese Recent Strategic Trade Policy

以贸易政策的两点基本要求———利用贸易获取利益和促进本国产业升级作为衡量标准,我国现行贸易政策的实施效果并不理想,导致我国对外贸易部门获利能力很弱,同时贸易政策与产业发展政策相脱节。无论从短期还是从长期来看,我国由传统贸易政策向战略性贸易政策转变已经成为必然。然而,我国在战略性贸易政策的实践中必须对不同的战略性政策工具进行选择,选择适合于我国国情的贸易政策工具,并对不同贸易政策工具在我国的具体实施途径进行不同的安排。

There＇re two basic standards of judging of trade policy. One is the benefit gotten from foreign trade and the other is industrialization. Under these two standards, China＇s present trade policy is not so reasonable. Firstly, we can not get enough profit from foreign trade. And secondly, the trade policy and the industry policy are out of joint. It＇s indispensable to change our trade policy. Using strategic trade is indispensable. But the strategic policy came of developed countries＇ trade policy, we cannot act accordingly. There＇re many rules of strategic policy, some of them are suitable for China, and others are not. At the same time, different rules of policy should be implemented in a appropriate way in our country. This article discusses the choice of the rules of strategic trade policy of China.
