社会资本在农村公共产品供给中的作用——以湖北省沙洋县新贺泵站为例

The Effect of Social Capital on Supply of Public Goods in Rural Areas——Why Xin-He pump station failed?

基于自愿合作的集体行动仍将是我国农村公共产品的重要供给方式。然而,在当前情况下我国许多农村的集体行动以失败而告终。本文通过比较在完全理性、演化与社会嵌入三种博弈结构下村民行为的差异,分析了新贺泵站集体供水失败的多重原因,以及社会资本在村民集体行动中的作用。探讨了利用社会资本提高集体行动绩效的对策措施以及社会资本对于我国村民自治建设的重要含义。

Collective actions based on voluntary cooperation will be an important way to supply rural public goods in China, but they often fail at present. This paper analyses multiple causes of the failure of Xin-He pump station and the effect of social capital on rural collective actions by comparing the differences between complete rational, evolutionary and social embeddedness games. Finally, the author explores how to use social capital to improve the performance of collective actions and concludes that social capital plays an important role in Chinese rural autonomy.
