摘要
公众满意是建设服务型政府的唯一价值取向,推进公众满意战略应以“公众”为核心。对于“公众”内涵存在多种理解。本文首先对“顾客”与“公众”;“公众”、“利益相关者”、“受益者”及“受众”;“公众”、“公民”及“市民”等几组概念进行了辨析,并研究了“公众”的分类,进而提出了以“公众”为核心实行公众满意战略的基本思路。
Public satisfaction is the sole values orientation of service-oriented government constructing. The public satisfaction strategy should be implemented around the public. The concept of "the public" could be understood from different perspectives. The paper discusses about three groups of concepts such as "the public" and "the customer'; "the public ", "the stakeholder" and "the beneficiary', "the audience'; "the public" and "citizens'. Secondly, the paper advanced several kinds of classifications for "the public',thus,the paper gives the basic thought of the public satisfaction strategy implementation.
