民族乡政府管理职能建设探析

On Constructing the Administrative Functions of the Ethnic Township Government

民族乡是在少数民族相对聚居的地方建立的乡级行政区域,是国家保障杂居、散居少数民族平等权利的一种重要政策措施,也是我国民族区域自治制度的一种重要补充形式。无论是在散杂居少数民族地区全面建设小康社会和构建和谐社会中,还是在维护民族团结、巩固边疆安宁等方面,民族乡政府都有着无法替代的作用,但是随着社会进一步发展的需要,民族乡政府的管理职能也应进行相应的变革和完善。本文在分析民族乡政府行政环境和管理职能特点的基础上,结合民族乡的实际以及当前国内外政府管理改革的趋势,对民族乡政府管理职能的改革和定位进行了探讨。

The ethnic township is a government, built in the area for the minority nationahty who inhabit relatively in a region, which is an important policy to protect the equal rights of the scatteredlylived minority nationalities in our country., and is a supplement for the system of regional autonomy. The government＇s administration has played an unreplaced role in building a well- off society and constructing the harmonious society, defending the social security and consolidating the peaceful frontier. But with the needs for the developing society, the government＇s functions have to be reformed and perfected. According to the practical situations and the tendency of the current reforms, the article has put forwards some suggests on the basis of analyzing the administrational environments and characteristics.
