Protection of human rights and construction of harmonious society --Reflections on handling group incidents

群体性事件既是一个政治问题,也是一个法律问题,应重视通过权利的救济来解决。法治、人权保障与和谐社会的关系十分密切。公民权利是否得到充分保障和救济,是检验一个社会是否是法治社会的一个重要标志。只有在宽容、平等的条件下,坚持人权保障的理念,用法治的标准来救济缺失的权利,和谐社会的建构才有基本保证。

Group incidents are not only a political issue, but a legal one as well, which shall be solved through remedies of rights. The relationship between rule of law, protection of human rights and harmonious society is significant. Whether civil rights could be safeguarded and remedied is a crucial indicator for a law-rule society. The construction of harmonious society will only be implemented subject to the conditions of generosity and equality, as well as the insistence on the ideology of protection of human rights, together with remedies of infringed rights in accordance with standard of law-rule.
