环境侵权责任保险制度难以在我国真正建立和运行,制度构建所需的理论研究不足是其重要原因。因此,文章就环境侵权责任保险的概念、属性、累积性污染事故的可保性、保险模式的选择、第三人直接请求权的行使等相关理论问题略作探讨。

In China, an important reason for the absence of liability insurance system of environment torts lies in the weakness of theoretical study in this field.This thesis, makes some tentative exploration of the liability insuranee system of environment torts in regard with its conception,attribution, insurance feasibility against the accumulative pollution accident, the choice of insurance modes and the exercise of the direct claim by a third party, etc.
