摘要
尽管水灾害的发生是“天灾”与“人祸”共同作用的结果,然而从根源上讲,“人祸”的原因更是我们需要探索和重视的。水灾害的治理及其取得实效,需要从经济、行政、法律等方面进行相应的制度创新。
Though inundation is the joint outcome of natural calamity and man-made calamity, man-made calamity is a basic reason and need us to explore more. In order to harness inundation and gain effect, we should conduct corresponding system innovation in the fields of economy, administration and law.
