江苏经济可持续发展面临严峻的挑战,江苏的资源环境现状已承载不起传统的经济增长方式。新时期江苏经济发展模式必须改变,推进循环经济建设。循环经济本质上是一种生态经济,一种相对于传统工业化模式而言能实现经济增长与环境保护双赢的经济发展模式。推进循环经济模式建设,需要正确处理政府机制与市场机制、统一推进与灵活协调两个基本关系,加强各层次循环经济主体的建设。

The sustainable development of Jiangsu＇ s economy is facing severe challenge,the present environment and natural resources cannot afford the traditional method of economic growth, In the new-era,we must change Jiangsu＇ s development pattern and propel cyclic economic construction.The nature of cyclic economy is essentially an ecological economv, which will oromote economic development and environmental protection. To achieve the goal, two fundamental relationships must be properly dealt with and the construction of cyclic economic bodies on various levels strengthened.
