Paying tuition personally for the higher education is the hot topic in theory and the practice. Although people have explained the necessity of paying tuition for the higher education from multi-disciplinary aspects such as the economics, sociology, the Management Science, and have carried on analyse from demonstrational angle, this explanation still was not very clear, and how to determine the tuition＇ s standard and charges has some difficulties in practice. To solve this complex problem, we must adhere to the principle which unifies fair,efficiency and benefit, utilize multi-disciplinary research results comprehensively, treat overseas theory and policy prudently, and establish reasonable game mechanism of tuition institutions in higher education.
