论高校公共权力的内部监督制度建设

On the Construction of Inner Supervision System over the Public Power of Universities

近几年高校系统腐败现象滋生蔓延的主要原因在于制度建设缺陷。因而,加强对高校公共权力监督、从源头上治理腐败的根本途径之一就是完善内部监督制度建设。要构建严密、合理、有效的公共权力监督制度体系,必须基于经济人的行为特征,坚持系统、制衡、可操作、法治、民主的原则。

The growth and spread of corruption in universities in recent years arc largely duc to the defects ot their supervision system. So one of the most radical ways to prevent corruption is to improve form the very beginning the construction of inner supervision system. In order to establish a well-organized, rational and effective supervision system over the public power, the behavior characteristics of the rational man should bc taken into account, and the principles of systematization, balance, operability, rulc of law and democracy should bc persisted.
