The key to upbuild the modern collegial system depends on how to weaken the excessively powerful government domination while putting into effect the university self-determination, strengthening academic power and introducing competitive institutions. In this way, we can set up an evolutional environment for the local university with systems of self-determination, self-discipline, democracy and tolerance, and orderly competition.
