摘要
民营企业通过“从外资接盘”或其它隐秘的方式大规模介入石油上游开采领域。
One year after private capital was barred in the Shaanbei and Xinjiang oilfields, people find surprisingly that it's a different story in the Jinlin Oilfield. Forty-one private oil companies have publicly anticipated the oil production of the country's eighth largest oilfield for years, and their production already took 20 percent of the area's total in 2005. These private companies, mostly registered overseas, got engaged in this area's oil production by acquiring oil blocks from the foreign investors, who entered joint exploration and production agreements with the China National Petroleum Corp (CNPC), the parent company of the Jinlin Oilfield, in late 1990s and resold later these assets amid worries of uncertain oil production prospect.
