Firstly, the engineering contract status was defined and a method of describing the status was proposed, then the contract executing mechanism was revealed on the basis of an analysis of the contract status. Thirdly, a self-adaptive control model of the contract executing system was established. Finally, the methods of identifying the opportunity of claims were discussed, and the methodology of contract and claim management was proposed.
