水资源紧张、用水浪费严重、水污染问题突出,已成为我国国民经济可持续发展的制约因素。通过增强社会节水意识,研究和推广节水技术与节水设备,并以合理的水价进行市场调控,促进节水体制建设和完善,从而建立起一个节水型的社会经济发展模式。

Shortage of water resources, serious extravagance of water using, and prominent water pollution have baffled the sustainable develepment of Chinese economics. Water-saving economic patterns should be built through strengthening people＇s consciousness of saving water, researching and extending water-saving technology and equipments, adjusting water market with reasonable price, and promoting the construction and consummation of water-saving system.
