论农业保险在服务社会主义新农村建设中的作用

On the Role of Agricultural Insurance in Serving New Socialist Countryside

建设社会主义新农村，是党中央从构建社会主义和谐社会的全局出发作出的重大战略部署，是新时期解决“三农”问题的重大战略举措。同时，我国农业保险以科学发展观为统领，步入了新的发展阶段。政策性农业保险可以实现政府支持、保护农业和统筹城乡发展、工业反哺农业的目的，成为推进社会主义新农村建设的重要手段；多层次体系、多渠道支持、多主体经营的农业保险制度，为联系、调动、引导社会各界广泛参与社会主叉新农村建设提供了有益探索；“三农”保险的稳定、助推、调和作用，为建设稳定、现代、和谐的社会主义新农村发挥了积极作用。

Building up the new socialist countryside is an important strategic decision by the Party Central Committee for the construction of the socialist harmonious society and for solving the issues of agriculture, rural area and farmers in the new era. Meanwhile, guided by the scientific development concept, China＇s agricultural insurance has entered a new stage of development. Policy agricultural insurance is a significant medium to fulfill government support and protection of agriculture, to promote coordinated development of urban and rural areas and facilitate reciprocation by industry to agriculture, and to serve the construction of the new socialist countryside. With multiple structures and multiple participants and supported by different channels, the agricultural insurance system provides a significant vantage point to experiment wide social involvement in the construction of the new socialist countryside. Besides, the insurance for agriculture, rural area and farmers performs the function of stabilization, accderation and coordination, which plays an extremely important role to the construction of stable, modern and harmonious new socialist countryside.
