摘要
研究了国外推动R&D的措施,选取美国、日本和德国作为典型对象,从R&D政策机制、法案法规、中介机构三个方面进行阐述,为我国的R&D推动提供经验借鉴.
By comparative study of the R＆D policy among USA, Japan and Germany, it tries to find out what measures can be taken by the government to develop R＆D. These measures can be discussed in three fields： R＆D policy system, acts and laws, agency system, which will provide experience for the R＆D development in China.
