本文详细分析研究了九十年代前五年国外VLSI工艺技术与经济学方面的发展规律与现状，并对后五年的发展趋向进行了全面预测。随后扼要总结了我国集成电路产业的发展近况，阐明了在严峻的挑战与难逢的机遇面前，认真制订与落实“九五”发展战略和目标，以实现本世纪末我国集成电路产业的起飞。

The development law and current situation for international VLSI technology and economics during first five - year of 1990's have been analyzed and researched in detaile and their progress trends during the next five-year in many ways have been prospected in this paper. Then the current development situation for the integrated circuit industry of our country has been summarized brieny. It has been expound that,in the case of a severe challenge and a splendid chance,we should work out carefully and perform completely the development strategy and goal for 'Ninth Five-Year Plan',so that we should accomplish the take-off for the integrated circuit industry of our country before the end of this century.
