摘要 随着电力市场改革的不断深入和电能质量问题越来越受到重视,电能的定价不可避免地要考虑其质量因素。分析了电力市场环境下实行电能按质定价所要求的市场环境和技术条件,在此基础上提出了一种基于差别定价的电能质量服务定价方法。该方法充分考虑了电能质量问题的治理、损失以及用户响应。采用RBTS-Bus 3配电系统进行了验证分析,结果表明,该方法能够实现合理的优质高价,为电能的按质定价提供了一条有效的途径。 With the increasing development of power market and growing attention to power quality (PQ) problems, the quality factors are inevitable to be considered when making price of power. In this paper, the market environment and technical condition are discussed, then a PQ service pricing approach based on differential pricing is proposed. This method fully considers the solutions and problem costs of PQ, as well as the response of customers. Calculation results of RBTS-Bus 3 system by using the proposed method show that it can reasonably realize the principle of "higher quality, higher price", and can be an effective way of pricing power according to its quality.
