城镇建设占用耕地与粮食安全

FOOD SECURITY AND CULTIVATED LAND IN URBAN ENCROACHMENT

我国1997—2004年城镇建设占用耕地对耕地减少和粮食安全的影响程度的定量分析结果表明,我国城镇建设占用耕地面积仅占耕地总减少面积的1/10,而其引起的粮食减产却占耕地减少引起的粮食总减产量的1/4强,说明了城镇建设占用耕地对我国粮食安全的威胁程度是巨大的。为控制城镇建设占用耕地,切实保护耕地,保证我国的粮食安全,必须转变我国传统的城市发展观和用地观,加强土地立法并严格实施土地利用总体规划。

Through analyzing the impacts of urban encroachment on cultivated land area decrease and food security, this paper concludes that one tenth of cultivated land area decrease and one fourth of the decreasing of grain yield are caused by urban encroachment on cultivated land. This indicates that the urban encroachment on cultivated land am seriously dangerous on food security in China. To control the urban encroachment on cultivated land, protect the cultivated land and insure the food security, traditional idea on urban development and urban land utilization should be changed, and implement of land legislation and the land master planning should be strenghtened.
