高职院校“升格热”背后的政策反思

Reflection on the Hotspot of Higher Vocational Schools Upgradation from Policy Perspective

透过现有的高等教育体系、国家财政拨款、招生与学费、高职扩招等政策，可以看到高职院校“升格热”的背后，政府政策的指引和支持起着推波助澜的作用。要退此“热”，仅靠政府行政命令“封堵”是不行的，关键是从“大力发展高等职业教育”的高度出发，实事求是、因地制宜地着重“导”的政策。

Through such policies as existing higher education system, national financial funding, recruiting students and tuition, expanding of higher vocational schools, we can observe that the direction and support of government policy play a significant role in some degree behind the hotspot of higher vocational schools upgradation. It isn＇t feasible to stop the hotspot by administrative orders merely, and the key is that we should be practical and realistic, adjusting measures to local conditions, focusing on guidance policy from the view of vigorously developing higher vocational schools.
