电子档案与纸质档案的比较研究

The Comparative Study of Electron Files and Paper Files

本文通过对电子档案与纸质档案的比较,认为二者各具优劣,互为补充,在未来相当长的阶段将处于并存状态,不能相互取代。并提出了实行“双套制”管理是二者有机结合,扬长避短,最大限度发挥为人类信息存贮和传播提供服务的作用。

Comparing electron files with paper files, the author thinks that the two kinds of files can＇t be replaced by each other and will coexist for a rather long period, because they both have their own advantages and disadvantages, and are mutually complementary. Therefore Two-Set Management, as an organic combination, can not only maximize favorable factors and minimize unfavorable ones, but serve people in storing and spreading information to the maximum limit.
