多层次农村社会养老保障制度的构建

The Construction of Multi-level Old-age Pension System in Rural Areas

农村社会的老龄化、家庭保障功能的弱化、土地保障功能的虚化及其他的一些原因使得农村面临越来越严峻的养老现实。农民仅仅靠自己的力量已无力应对日益严峻的养老问题，农村急需社会养老保险。本文从农村社会养老保险的现状分析入手，从国家保障层次和个人保障层次两个方面提出了自己对多层次农村养老保障制度的构想。

The attenuation of family security and the void of the farmland security function, as well as the aging problem and some other reasons have exacerbated the old-age insurance in rural areas. Now the rural areas urgently need a social pension system since the peasants can not deal with the worsening reality on their own strengths. The article examines the current situation of rural old-age pension system, and puts forward a multi-level design for the construction of the system.
