关于IMF援助条件的本质辨析——重新审视亚洲金融危机

Analysis on the Essence of the Precondition for the Assistance from IMF --From the Retrospection to the Asian Financial Crisis Internationel law

国际货币基金组织（IMF）的救援条件，即IMF向成员国提供的救援贷款所附加的一揽子政策条件，自创立开始便不断遭到来自方方面面的批评，尤其是20世纪80年代，其主要的受援对象变为发展中国家之后更是如此。通过对以亚洲金融危机为代表的多次地区金融危机的分析，从不同层面剖析IMF援助条件的本质，进而引发在新世纪国际金融援助模式的重新思考。

The precondition for the assistance from IMF has been disputed from its emergence, especially when the aid receivers has become the developing countries since the 1980s. Based on the retrospection to the avian financial crisis and some other regional financial crisis, this article analyzed the essence of the precondition for the assistance from IMF from several hierarchies, that it is the tool working for the financial hegemony of the America. Furthermore, the author advocated the rethinking of the mode of the financial assistance in the new century with the view of the success of Malaysia in the recovery practice.
