摘要
根据农村生产力特点与农村经济主体的层次性需求,农村民间金融必须实行合作化,其路径选择:一是吸收民间资本入股农村信用社,逐步实现农村信用社的民有化;二是重构新的农村合作金融组织;三是组建农村区域性小型或微型商业性金融组织;四是法律许可的情况下,使民间借贷规范化。必须创造良好的制度生态环境以使民间金融制度顺利构建并发挥效用。
The people-to-people finance (PPF) plays an important role in the development of rural economy. A favorable institutional environment is essential. That calls for, firstly, absorption of people’s capital to become cooperative shares in the rural cooperatives; secondly, reconstruction of the rural cooperative financial organization; thirdly, establishment of small regional commercial financial organization in rural areas; and lastly, standardization of the business of PPF in a way within the framework of the law
