Establishing urban civilization should be human -oriented, benefit the masses and do more popular practical things. It should govern according to law, strengthen moral education and improve the urban management level. It should build the firm foundation, put forth effort to move forward and construct a courteous community. It should make the best of the media, expand the influence, and build a good public opinion atmosphere. It also should have a unified leadship, plan scientifically, strengthen the mechanism of coordination and condominium.
