Discussion on the construction of the Returning Land for Farming to Forestry Project of Chenzhou City

郴州市自2002年实施退耕还林工程以来,虽取得了较好的社会、生态和经济效益,但在工程实施过程中还存在一些问题。解决这些问题和难点,应很好地坚持和运用生态效益和经济效益相结合,以生态效益为主的原则;坚持长期效益与短期效益相结合,以长期效益为主的原则;坚持稳定农村经营方式与机制创新相结合的原则;坚持退耕还林与科技进步相结合的原则;坚持退耕还林与扩大对外开放相结合的原则。

The obvious social, ecological an economical benefits had been gotten in the implement of the Returning Land for Fanning to Forestry Project of Chenzhou City since 2000. And there were some problems in the implement of the project. In order to solve the problems and difficulty it should be used in the following principles： Insist on combining the ecological benefit with economical benefit, and giving priority to ecological benefit. Insist on combining the long-term benefit with short-term benefit, and giving priority to long-term benefit. Insist on combining the stabilization of the country management mode with innovation of mechanism. Insist on combining the returning land for fanning to forestry with improvement of science and technology. Insist on combining the returning land for farming to forestry with expanding the opening.
