摘要
一个国家,能不能不断培养和选拔出各级优秀领导人才,直接决定着这个国家的兴衰存亡。中国作为一个政治文明古国,历来重视官员的选拔与管理。文章从西周世袭世禄制入手,重新审视两千年来、尤其是建国后我国官员选拔与管理体制的变迁,反思其利弊,明鉴其得失,对我国当前的干部人事制度逐步走向民主化、法制化、科学化将大有裨益。
A country's survival is determined by the training and selection of outstanding leadership at all levels. As a political country with ancient civilization, China has always attached great importance to the selection and management of officials. This article begins with hereditary title and salary system of Western Zhou Dynasty, reexamines the changes of selection and management system of our officials during two thousand years, especially after the foundation of our country, reflects its advantages and disadvantages, identifies its gain and loss. It is helpful for the gradual democratization, legalization and scientific management of our current personnel system.
