EU's Behavior in ASEM as a Civilian Power

处理国际关系、解决国际冲突的欧洲模式是以“制度化”和“多边制度建设”为主要内容,通过欧盟及其成员国积极参与不同层次上的制度建设,输出欧洲规则、规范和观念,间接地在全球范围内发挥影响。“欧洲模式”不仅改变了以双边外交和势力均衡为基础的国际关系体系,而且使得“权力”具有了更多的内涵。本文将主要聚焦于欧盟参与亚欧会议制度建设的情况,分析欧盟如何间接地通过制度建设对东亚各成员国发挥影响。

The main components of the so called European Model dealing with international relations and international conflicts are 'institutionalization' and 'multilateral institution building'. It is by the efforts of the EU and its member states to take active parts in the institution building on different levels, to export European values, norms and rules, the EU has increasingly exerted bigger influence on international affairs. While changing the international system based on bilateral diplomacy and balance of power, the Model enriches the implication of 'power'. This paper aims to examine the institutional framework of ASEM, the role of the EU in establishing this framework and in spreading of the Model.
