On the Relation between Capital Movement and China′s Peaceful Rise

全球化的本质在于国际生产和再生产过程中要素流动障碍的消除,而资本是工业文明时代的核心要素,因此全球化条件下的国际资本运动构成了理解中国和平崛起路径与机制的主线索。从美国崛起的经验看,大国的崛起过程就是逐步获得大规模使用和调控全球资本能力的过程,即成为全球性资本引力中心的过程。全球资本引力中心的地位保证了大国能够持续以低廉价格获得全球资本的支持,从而保证了其崛起的稳定性和连续性。依靠工业化过程提供市场机遇的吸引力,中国已成为世界上最大的直接投资东道国,初步展示了成为全球资本引力中心的潜力。但是,缺少美国那样高效发达的资本市场对中国进一步吸引全球资本构成了严格约束,同时也构成了中国和平崛起前景中的最大不确定因素。

Globalization essentially means the eliminating of the obstacle against the international flowing of capital. Regard to capital＇s basic function in production during the contemporary era, the international flowing of capital will serve as the primary key for us to understand the relationship between the economic globalization and China＇s peaceful rise. Based on American history, becoming the global capital center is equipollent to the state＇s rise,because the capital center entitles it to use capital at an easy rate, which will help it develop continually. Thanks to the domestic market opportunity, China has won the championship in drawing FDI, revealing China＇s potential to become America＇s peel competitor for the global capital. However without the effective capital market much uncertainty will block the way of China＇s peaceful rise in the future.
