全球化背景下完善中国环境保护法律制度的若干思考

在当前全球化的时代背景下,国际环境保护法律制度呈现出趋同的态势。我国应改变现行环境保护立法理念,明确规范多元化的环境保护法律主体,合理进行环境保护公权力的分配,设置适当的环境行政职权,切实保证环境保护法律制度的实施。

On the background of globalization, there is a tendency of commonness of international environmental protection law. Theretfor, we should change the current environment, protect legislation notion, regulate the pluralistic main body of environmental protection, rationally allocate the public power of environmental protection, set up the proper environmental administrative authority so as to guarantee the implementation of environmental protection law.
