Market Rule and Engineering Bidding

本文从市场经济的基本法则着手，阐述了法律手段在社会主义市场经济中的地位和作用，应用生产力标准原理，针对招标制度中存在的问题，系统地分析了以标底为中心确定中标单位的缺陷，根据国际上成功的的经验，提出了新的定标方法，最后论述了新定标方法的特点及其在我国应用的可行性，并探讨了在建立社会主义市场经济体制的过程中，进一步完善工程招标法规的必要性。

In this paper,based on the basic rule of market economy, the function of law in socialist market economy is expounded.In application of the principle of productive force criterion,the defect of tile accepted tender by basic price is analysed in the light of the problems in bidding system. According to the international successful experiences,a new method about the finalization of tenders is proposed.At last the characteristics and the application feasibility of the new method about the finalization of tenders is discussed.foe necessity of perfecting the legilation,arrangements in bidding process is also discussed.
