论我国高等教育体制的若干问题

On Some Issues about China's Higher Education System

文章通过高等教育体制中高等教育行政体制、高等学校教育体制、高等学校内部管理体制三个子系统的划分,对其区域内的政府与高校的关系、高校分类管理、高校内部行政权与学术权的二元结构等主要问题进行阐释,并提出相应改革和发展措施的对策建议。

This paper believes that China＇s higher education system can be grouped into three sub-systems, which are executive system, educational system and administrative system. It also discusses the relationship between the university and the government that are in the same region, the categorized management of the university, and the balance between the executive and academic authority within the university. Some suggestions have been made on how to improve the system.
