With the popularization of higher education in China, the local colleges and universities find it necessary and important to perform effective functions so as to survive the fierce competition. This paper maintains that they should make scientific adjustment to such areas as academic teaching and scientific research, and should perform effective functions to serve the interests of the local economic development.
