摘要
现行的警衔制度存在空壳化现象严重、专职属性不强、没有竞争性等问题。改革警衔制度将对公安队伍建设起到促进作用。可以考虑从以下几个方面进行警衔制度改革:将警衔制度建立在独立评价体系基础上,体现出民警待遇和竞争性,区别对待首次授衔与正常晋升,实行个人身份与单位性质分离,在职务要求上体现警衔要求等。
Such defects as empty-shell phenomena, professional attribute being weak and having no competitiveness exist in current police rank system. Reforming the police rank system will promote the personnel construction of public security. The reform of the police rank system cart be carded out from the following respects: establishing the police rank system based on independent measurement system, embodying policemen' s treatment and its competitiveness, treating first police rank conferring and normal promotion differently, implementing separation of individual identity and nature of organizations, reflecting the demand of rank in post requirement.
