在构建和谐社会的目标之下,我国政府在市场化改革和体制转轨中形成的“经济人”角色越来越不利于其社会管理和公共服务的和谐社会职能的完善。促进政府治理方式从“统治行政”向“服务行政”的转变并建立相应的配套措施,是有效抑制政府“经济人”角色及其行为的有效途径。
