制定学校发展规划要遵循前瞻性、可操作性、讲求效益、坚持标准等原则。学校发展规划是多方参与的、注重不同群体声音的、自下而上的、面向实际的、展望未来的、注重可持续发展的、共同合作的结晶。学校发展规划的制定能够调动参与者的积极性、获得广泛的认同,其意旨是解决学校发展中的具体问题,满足学校发展、教师专业发展、学生发展的现实需要。

In drawing up the school development plan, we must comply with the principles of being forward - looking and operative, emphasizing the benefits and abiding by the standard. Besides, the plan should be the embodiment of participation by different people, focus on views from different groups, being from the above to the bottom, facing the reality, looking forward to the future, emphasizing the sustainable development and cooperation. At last it should be able to arouse the participants＇ enthusiasm and acquire the mass identity with the aim of solving the particular problems in school＇ s development, satisfy the development of schools, teacher＇ s professionalization and the actual needs of students＇ development.
