迎接世界新军事革命的挑战,建立革命化、现代化、正规化的新型人民军队,要坚持贯彻“依法治军”的方针,实现军队建设的法制化。军事法律文化是军事法律意识以及与军事法律意识相适应的军事法律规范、军事法律制度及军事法律组织机构和军事法律设施等的总和。从历史角度看,军事法律文化现代化是军事法律文化的成长与跃进过程,是军队法制建设发展的必然。军事法律文化现代化的理想状态应该是完善的民主、权利本位、法律至上、完备的军事法制及军事司法中立。

In order to meet the challenge of world military revolution and build the revolutionary, modernized and regularized people＇s army, we should persist in implementing the policy of ＂ ruling army according to law ＂ and improve the building of a military legal system further. The military law culture mainly refers to military legal consciousness, military legal regulations suiting military legal consciousness, military legal system, military legal organizational bodies and military legal facility etc.. Historically military legal cultural modernization is a grow-up and leap-out course of military legal culture, and a necessity of the military legal system building. The ideal state of military legal cultural moder- nization should be perfect democracy, right standard, supreme law, complete military legal system and neutral military judicial.
