破解广东县域经济发展瓶颈的新思路

New Thoughts on Breaking the Bottleneck in the Development of Guangdong County Economy

2005年广东51个山区县工业总产值增幅首次超过全省和珠三角地区,成为县域经济成功启步的信号。然而,广东县域经济的进一步发展还面临许多新问题、新挑战,发展的规模和速度还受制于诸多瓶颈,如资金不足、土地资源有限、工业基础弱、地区发展不平衡等等。进一步发展广东县域经济应该大力加强专业镇建设、进一步推进城镇化建设,调整财政政策,增强县域财政自给能力,整合县域金融资源,减少县域资金外流,提升县域融资能力,大力推动民营经济发展,使其成为县域经济的主体等。

The gross industrial product of the 51 mountainous counties in 2005 surpassed that of the Pearl River Delta for the first time, which indicates the successful beginning of county economy development. Yet, the further development of Guangdong county economy is confronted with many new problems and challenges. Lack of capital, limited land resources, weak industry foundation and imbalanced regional development are all the bottleneck. Therefore, the consmlction of specialized town should be promoted, fiscal policies regulated, county financing ability strengthened and ＂people-run＂ economy should be enhanced to become dominant in county economy.
