Re-cognition of the Research about the Function of Local Police Station

公安派出所是市、县公安机关直接领导和管理的派出机构,是公安机关的基层组织。虽然对公安派出所职能的研究是专家学者和实践部门探讨的热点,但对其职能的认识却很难形成共识,原因是研究方法滞后、研究角度单一,从而造成研究的结果缺乏说服力,制约了公安派出所改革的进一步发展。因此,回顾公安派出所职能定位的历史发展,分析其职能研究的状况,从中发现存在的问题,提出新的研究思路和方法,就显得尤为重要。

Local police station is the dispatch agency of police organs in city and county. It stands in the basic level in police organs. The research about the function of the agency has become the focus among the studies of the local police station. Many experts from academies and operation sectors have participated in this research. However, it is backward in the measures and the process of research is lack of points of view. Experts don＇t have common understanding about this issue. The result of research couldn＇ t convince people and it restricted the transformation of local police station. So it is necessary to review the history of the function of local police station and analyse the present situation of the research. Then we can find out the problems and propose new points and measures.
