作者考察了1990~2004年间联合国投票的4组不同数据,包括冷战期间和冷战后安理会与联合国大会一致通过投票比例的变化、安理会否决票与非正式磋商的情况、在联合国大会一致表决之外的各国与美国投票一致的比例以及在联合国大会关乎美国重要利益事项上和不同问题领域各国与美国投票一致的比例,并对这4种投票情况的变化进行了分析,揭示了冷战后国家间关系、合作程度以及国际体系结构和进程因素对投票格局变化的影响。
The author assesses the voting practices of the major powers,especially the United States and its allies, China, Russia, and other state groups in the United Nations from 1990-2004 in four respects. The four respects include: the percentage of voting consensus in the Security Council and the General Assembly; vetoes in the Security Council and informal consultations; voting agreement percentages in the General Assembly on non-consensus issues; voting agreement percentages in the General Assembly on non-consensus issues in three issue areas and also agreement figures on votes considered important to the United States. From these figures, the author reveals characteristics of the relationship among the major powers and the evolution of the international system in the post Cold-War period.
