作者审视了跨国公司如何利用反倾销法自身固有的缺陷和漏洞来作为排挤市场中新成员和加强其垄断地位的武器。同以前的某些工业化国家相比,尽管中国贸易发展所带来的好处被更加广泛地分享,但是中国仍然成为世界范围内反倾销活动的头号目标,其重要原因在于中国是一个新兴且效率相对较高的市场竞争者;中国的发展速度、部分发展模式和贸易结构也使其在反倾销活动中处于不利地位。
The author explores how transnational enterprises make use of the inherent shortcomings and loopholes in the anti-dumping laws as a weapon to exclude the new competitors in the world market and to reinforce their monopoly. Compared with some industrialized nations earlier, although the benefits brought about by the development of China’s trade were shared in a wider range, China has still become the world’s first anti-dumping target. One of the important reasons for this is that China is a comparatively new and more efficient competitor in the market. The speed of its development and some of its development modes and its trade structure put China in a disadvantaged position in the anti-dumping activities.
