扩大改革开放 加强法制建设 推进铁路跨越式发展——在2006年全路政策法规工作会议上的讲话(摘要)

Enlarge the Scale of Reform and Opening-up, Strengthen Legal System, Put Forward Railway Leap-forward Development

“十五”期间,铁路改革与法制建设取得了重大成果。铁路局直管站段体制改革成功实施;铁路投融资体制改革取得重要进展;专业运输公司改革不断深化;主辅分离、辅业改制取得重大成果;企业经营管理不断加强;铁路法制建设取得积极进展。面对“十一五”期间铁路跨越式发展良好的政策环境,要准确把握铁路改革发展的基本方位,努力在投融资体制改革和提高铁路法制建设水平上取得重大突破。2006年要完善铁路局直管站段体制改革和运输生产力布局调整,规范工作程序,改进管理方式,完善配套改革措施;积极推进投融资体制改革,大力吸引社会资金直接投资铁路建设,继续推进铁路企业股改上市,规范合资铁路管理,并为改革创造有利的政策环境;深化主辅分离辅业改制等基础性改革,建立现代企业制度;完善企业经营业绩考核制度,促进经营管理创新;强化铁路依法行政、依法治路的各项制度建设。

During the “10th Five Year” period, railway has made great progress on reform and legal system. The success includes systemreform of railway administration directly controlling station and depot, railway investment and financing system reform, further reform ofprofessional transportation company, enterprise management strengthening, etc. In the good policy environment of the”11th Five Year”, weshould make great progress on reform of investment and financing system and raise the level of railway regulation construction. In 2006,we should consummate reform of railway administration directly controlling station and depot, and restructuring of productivity distribution,attract more social capital to railway construction, regulate joint venture railway management, build up modern enterprise system, andstrengthen the system of railway legal administration.
