Lead All Work with Scientific Development Theory, Build up Industry Service Tenet, Make More Contribution to Railway Leap-forward Development

“十五”期间,铁道科学研究院基本建立了企业管理制度和运行机制,围绕提速、重载、安全、信息化、客运专线、青藏铁路建设等重点领域完成了大量的科技攻关和试验,并承担了铁路主要技术政策、技规、京沪高速铁路设计暂规等重要技术文件的编写,在机车车辆、信息工程、土木工程等领域成果转化取得突破。“十一五”期间,铁道科学研究院要按照“稳住一头、放开一片”的工作方针,提升行业服务和自主创新能力,加快科技成果转化,提高试验手段和装备水平,在人才队伍建设方面实施并完成“1350”建设工程,实现企业经营收入的快速增长。2006年是“十一五”开局之年,要对铁道科学研究院科研管理体系进行调整,主动围绕铁路跨越式发展要求开展科技攻关,围绕客运专线建设,做好系统集成和先进技术引进消化吸收等工作,完成铁道科学研究院“十一五”各项规划的编制,完善、加强财务及无形资产的管理以及经营状况分析,推进技术创新基地建设,形成规范化、规模化的技术成果转化能力。

During the “11th Five Year”, CARS built up enterprise operation and management system, and accomplished large amount oftechnological breakthrough on aspects of speed-up, heavy haul, safety, informationization, passenger-dedicated line and Qinghai-Tibetrailway construction. Besides it was charged with some important technical documents about railway technical policy, and design rule ofBeijing-Shanghai high speed railway, fulfilling breakthrough on locomotives, information project, and civil engineering. During the “11thFive Year”, CARS will improve ability of industry service and self-innovation, step up technological achievements transition, improve thelevel of experiment method and equipment, strengthen talent rank building, and achieve high increase speed of operation revenue. In2006, CARS should restructure scientific research management system, accomplish system integration and advanced technology takingthrough construction of passenger dedicated line, fulfill establishment of every program during the “11th Five Year” of CARS, strengthenmanagement of accounting and intangible assets and operation analysis, push the construction of technical innovation base, and formregular transition ability of technical achievements.
