作为非正式部门的乡镇企业与就业的关系研究

TVEs as an Informal Sector and Labor Employment

由于中国的乡镇企业大多数从事的是各行业的边缘性业务,而且缺乏详细规范的法律约束,因而可以被看做是一个非正式的部门。文章通过建立生产函数模型,分别对中国东、中、西部及全国范围的乡镇企业劳动力吸纳弹性进行了估算,考察了乡镇企业在创造就业机会方面所发挥的作用。结果发现,乡镇企业的劳动力吸纳弹性高达1.6,而且在不同的空间和时间内弹性变化幅度较小。以此为基础,作者提出了相关的政策性建议。

This paper regards township and village enterprises (TVEs) as an informal sector and examines their role of job creating. A production function is constructed and labor absorption elasticity is estimated for eastern, central, and western China, and China as a whole. The results show high labor absorption capacity of TVEs, on average at 1.6, and small variations in the elasticity across spaces and time.
