随着科技和社会经济的发展,调整专业结构是现代化背景下高等教育发展的必然选择。回观20世纪后半期以来世界高等教育发展历程可以发现,政府“干预”和高校自主调整这两个看似矛盾的方面并存和发展是这段时期高等教育专业结构调整的重要特点。对于我国高等教育专业结构调整,一方面应加大政府的引导、评估、干预强度,另一方面又要不断增强高校的专业自主设置的权力,实现宏观结构和谐同微观层面创新的有机结合。

In the background of modernization, the colleges and universities should timely adjust the structure of speciality with the social development. The colleges and universities have adjusted the structure of speciality with the important character in the latter of twenty century： the control of government and the adjustment of the colleges and universities have been together strengthened. In order to attain the fusion of whole system and concrete link, the colleges and universities should achieve it by two aspects： one is government should enlarge the direction, evaluation and management, the other is government should give more power of speciality construction.
